contrary to popular belief among non-Japanese, Japanese police actually all carry guns.
It's just that the guns are too small and packed into a leather pouch so it isn't visible to most people.
On a side note, I was told that all police have undergone martial arts training so it isn't necessary to pull out their guns all the time.
